House Impeachment Trial Memorandum

The House prosecutors, or managers, filed a trial memo Jan. 11 with the Senate in support of their two articles of impeachment against President Bill Clinton. The managers argue that if Clinton is not convicted of the perjury and obstruction of justice charges, "the bar will be so high that only a convicted felon or a traitor will need to be concerned."
