Reunited with a serial rapist who was never apprehended, Officers Carella and Meyers are doing everything in their power to find him. But battling a demented mind requires a dramatic plan. Meet Officer Eileen Burke who is ambitious and fearless. Burke has her mind set on saving lives and wants to prove not only to herself, but to all the women of the city, that she can catch this rapist. She decides to pose as a victim, but the rapist realizes her true identity and makes her his next victim. A nominee to the state Supreme Court finds her career and her reputation in jeopardy when a murder is committed and all the evidence points to her. The movie begins with a naked woman and man having sex on a train when they are brutally beaten to death with a led pipe. Flash ahead to the future: Gwenn Warwick is the judge who sentenced the murderer to the death penalty. We see her on the bench as she sentences a man to life in prison without parole. She seems to have no remorse. Her husband Alan, while accompanying her to a black tie dinner, seems more than uninterested in Gwenn. Their marriage is on the rocks despite Gwenn's recent appointment to the State Justice. In the law library at Michigan Law School, she flirts with a young librarian, Alex, who slips her poetry books, insisting she make time for them. When she decides to bring him a book of her own, she follows him to his dilapidated studio warehouse loft. He surprisingly convinces her to come in for a glass of wine. Things heat up and she leaves. He intercepts her outside and they have rough, unbridled sex.
