Mother of boy involved in school shooting gives up rights to sons in deal

FLINT, Mich. (AP) — The mother of a boy accused of fatally shooting a first-grade classmate last year has agreed to give up parental rights to her two sons.

The family has been under court supervision since May 2000, when mother Tamarla Owens admitted neglect. Authorities said the boys were living with an uncle when the 6-year-old found a gun, took it to school and shot Kayla Rolland.

Under the deal entered Thursday in the family division of Genesee County Circuit Court, the state will give Owens another three months to work for the return of her 7-year-old daughter. In exchange, she will not contest the termination of parental rights for the boys, now 8 and 10.

"At the end of the day, we want it to be said she was given a reasonable opportunity to get her life together," prosecutor Arthur Busch said.

Owens' sons are in foster care. The state will seek adoptive homes for the boys, possibly with Owens' extended family.
