The California Attorney General's office filed a complaint Wednesday seeking to revoke the license of a Woodland dentist accused of fondling female patients during office visits.
The document, known as an accusation, requests an administrative hearingon behalf of the Dental Board of California to determine if Mark Anderson's medical license should be revoked or suspended based on allegations from 20 female patients, ages 23 to 61.
The final decision rests with the Dental Board of California, which can either uphold, modify or reject the judge's decision.
The married father of seven, a dentist for more than 20 years, already faces a 21-count indictment for sexual battery in Yolo County stemming from the women's complaints.
An administrative judge also temporarily suspended Anderson's license on Oct. 16, pending action by the state dental board.
Wednesday's filing lists 105 "causes for discipline," including sexual misconduct, gross negligence and incompetence for making "inappropriate contact" with his female patients by touching and massaging their breasts.
Anderson is also accused of performing services outside his scope of practice by asking the women about their breasts and skin and making comments about breast augmentation procedures.
"They did a good job," Anderson allegedly told a 28-year-old patient who had recently gotten breast implants. "You can't even feel the bags."
At least 11 women told authorities that Anderson, 48, assured them the massages were part of their clinical treatment for abnormalities in the temporomandibular joint in the jaw.
"Respondent explained to E.G. that the muscles in the jaw are connected to the neck, and the neck is connected to the shoulders and chest," the document claims, referring to a 23-year-old patient who visited Anderson in 2002 or 2003. "Then, Respondent massaged the contour of E.G.'s breasts for about a minute."
Like most of the patients in the 19-page document, the woman said the contact increased with each visit as the focus of Anderson's "massage" moved underneath her bra and to other areas of her chest.
The action was the first formal step to revoke Anderson's license since he was arrested in September after one woman accused him of fondling her in his office.
Since then, the indictment against him has grown as more women have come forward with similar allegations.
But the embattled dentist, once a highly respected member of the community, also has supporters in Woodland. Several of them showed up for his bail hearing Tuesday, which Anderson attended with his wife and adult children.
Anderson is due back in court next week.
